Overview

The Internet Outrage Authority (IOA) provides free, open, and authoritative classifications of a variety of matters—including internet issues, controversies, and events—helping communities understand and contextualize their emotional responses.

What Outrage Really Means

The word "outrage" is often associated with anger, division, and destructive impulse. We believe it deserves better.

At its core, outrage is what people feel when something isn't right — and that feeling,
properly understood and directed, is one of the most powerful forces for positive change in any community.

The IOA exists to transform outrage from a source of confusion and conflict into a foundation for community support, shared understanding, and mutual care. When people know how they should feel, they can stop arguing about whether to be upset and start supporting each other through it.

The IOA operates under a self-directed mandate aligned with the objectives of the Comprehensive Mental Health Action Plan 2013–2030, which calls upon civil society to support community-based approaches to emotional well-being.

Our assessment methodology and IOA level classifications are developed and maintained solely by the IOA, with all determinations independently verified by the ITVB.

The IOA referral consists of two parts:

IOA REST API

A public REST API for programmatic access to IOA level determinations is currently in development and expected to be available in Q4 2026. The API will enable developers to query current determination levels, retrieve historical determinations, and integrate real-time IOA guidance directly into their applications.
